A project's admins open Time → Rates: a currency, an hourly rate for everyone, and a rate for anyone who bills differently. Migration 189.
The time report then says what the billable time comes to, per person (at their rate) and per task. Each entry is rounded once, so the lines by person and by task add up to the same total. The CSV gains Rate and Amount columns.
Make an invoice starts from those rates, in the project's currency: a person at their rate, a task a line per rate its time was worked at, each line its hours times its rate. A rate typed on the invoice still overrides them; a currency saved for a typed rate is kept.
Only the project's admins see rates and money; everyone else's report stays in hours. Rates carry no dates: changing one re-prices time already logged.
New: GET/POST /project/{id}/rates, POST /project/{id}/rates/delete; the time report carries currency, amount_cents, per-line amount_cents, a person's rate_cents and a task's rated parts for admins.
